Slacking Architect

What can I do about an architect who doesn't answer my calls and hasn't been to the appointments the city of chicago gives him in order to process the construction permits. He has been slacking off for 2 years already and he says that there is nothing I can do about it, that I will just have to wait until he gets to my project. I am losing money and the city is about to fine me for not fixing the problems the building has. I am very desprate please I need help! I have been going to court the last 2 years with the same explaination to the judge (that the architect is doing all he can). What can I do?

If you have a written contract with this architect and the contract specifies a time frame when the work is to be due, I suggests you file a lawsuit against the architect. Be very careful with this.
