city code not followed in foundation work

I had an addition added on to my home with a full basement. The man who did my foundation did not wrap the outside of the foundation so moisture would no get in. This is city code and I cannot have my construction work approved until the foundation is wrapped. He is hard to get ahold of and has not returned my call. I have moisture damage to the new foundation walls already. What should I do and can I get reimbursement for the damage to the walls?

Hello. In my opinion, the best strategy will be to file a lawsuit against this gentleman. From your posting it is apparent that he is dodging your phone calls. This could go on for months, unless you get his attention with a lawsuit.
