If I give someone a check for services which the person performed terrible services and stop payment on the check, and the person cashes the check anyhow at a Currency Exchange, am I still liable for the payment to the Currency Exchange?

Yes. How would the Currency Exchange know that you had stopped payment after services were rendered. Pay up! If you think the workman cheated you, you have to sue him in small claims court to get your money back.
