Legal Question in Credit and Debt Law in Illinois

This investagation- legal firm calls my answer machine leaving a message that I'm under investagation, and that a lawsuit is being filed against me, plus they want me to call them so they can read me so sort of affidavid on the phone and agee to it. My question is the last time I had any suit against me, they served me personally with papers and had me sign my name showing I received them. Is it legal over the phone to do the same thing?

Sounds fishy--no offense to fish intended. Under investigation by whom and for what? If this is collection matter, it sounds like they have violated the Fair Debt Collection Practices Act about five times over.
