Legal Question in Criminal Law in Illinois

My friend was arrested in May and charged with attempted murder 2 days later. He was 600 miles away when the crime he supposedly committed happened. I was told that he hadn't been assigned a pd because he has not been indicted. Next court date is in 2.5 weeks. How long can they hold you without being indicted or without assigning legal representation? He was given a $800,000 d bond at his 1st appearance after being charged. I want to know why they would charge without indictment and how long can he sit awaiting indictment? If the grand jury delivers a no bill at the next court date will he have a 2nd prelim or be released?

If he does not have a private attorney he has a public defender unless he told the court he wants to represent himself. In order to charge him with murder the state needs to either indict him of have a preliminary hearing.
