Legal Question in Family Law in Illinois

My ex-husband wants to change visitation with our 12 year old Daughter from Fri-Sun on his weekend to have a schedule like his new step-daugher. that is 16. My Daughter has a half-brother that is 6 and is difficult for him to be away for too long. Is there anything that I could do to prevent the change? In the JPA is says "either parent who wishes to subsequently modify this agreement shall submit proposed modification to the other parent in writing and the parents shall consult before any mediation or court action is undertaken. Does that mean that we have to mediate first?
