Legal Question in Family Law in Illinois

Family Law and Child Support from Irish national.

Married an Irish national. Divorced him. there was s judgement against him in Decenber 2014 to pay child support. He left the country so he would not have to pay. He also owes me over $180,000. I heard he is coming back to the US. Can I have him arrested until he pays the child support and the money he owes me? I live in Illinois. Who do I contact in having him arrested.
