Does the non-custodial parent have to pay child support on his tax return? Is the tax return considered income?

I don't understand your question. Child support is not paid to the IRS or to IDOR; it's payable to the custodial parent under one or another kind of court decree. If your question is whether child support is taxable to the receiving parent and deductible to the paying parent, that's a different question.

You possibly mean your refund. It depends on what the support order says. If the support order was properly calculated in the first place, possibly not.
