is the second wife's income and retirement account taken into consideration when attempting to determine college educational support for step-children?

Yes. Case law has developed which allows a court to consider the step parents income when deciding on college contribution. There are reported cases where that has been done based upon the principal that the court should look at the entire financial picture. A court said "the trial court can consider the parties� assets and other elements of financial resources, even the financial status of a current spouse, when looking at a parent�s ability to pay a child�s educational expenses."
