Legal Question in Immigration Law in Illinois

Hi, I am a U.S. Permanent Resident/Green Card holder who wants to file for a name change. Since I am not a U.S. citizen, do I need to file the name change in my country of citizenship or can I file it with the U.S. state/county that I am residing in?
