can I transfer a half time h1b from a university to a full time h1b at another college? teaching assignments are slightly different. Thanks

Yes, the new employer can file H1B petition for you as well. You can have multiple H1B approval notices: www.h1b1.com/concurrent.htm

You will also not be subject to the visa cap in this instance.

Yes, your new employer can apply for an H1B transfer for you. You will have to file a new petition but you will not be subject to the cap- which doesn't matter at the moment since it is far from being filled.
