Curfew laws have been around for hundreds of years in various forms. The basic idea is that either (1) there is too much crime on the streets at night so we institute a curfew to keep criminals off the streets, or (2) there is too much crime on the streets at night, so we institute a curfew to keep possible victims off the streets.

These days, curfews are usually instituted for minors. There the idea is that (1) kids who are at home by 10pm or whatever are less likely to commit crimes, and (2) kids at home by 10pm or whatever are less likely to get hurt by the criminals out at night.
