Legal Question in Employment Law in Illinois

They have been taking my state refund for at least 6 or 7 years to pay back an over payment of unemployment, they haven't sent me a letter in more than five years informing me on how much I still owe, how do I find out how much I still owe? It was only 1900 to begin with.
