In Illinois, is it illegal for a landlord to deny a tenant the permission to have an emotional support animal in a "no pet" building?

You as the prospective tenant must be able to show that the animal is necessary because of a medical/disability condition, and it can depend too based on the kind of animal, which is often called a "service" animal. Even then, many landlords don't understand the legalities and it becomes an uphill battle. And it can also depend on the number of units in the building.
