A former landlord is charging me per trip (trash removal) for cleanup is this legal? My lease indicated that cleanup charges can result after move-out but does not specify the details of such. The landlord chose to charge by trips required, claiming a total of 26 trips, and charging $540 total in fees.

Legal, as opposed to illegal, as in a crime. This is not a criminal matter; therefore, yes it is legal to charge per trip. If you want to know if the landlord's claim to charge you has merit, then the answer is perhaps. Since the lease indicates that you can be charged for clean up after you moved out, you agreed to that when you signed the lease. You should have asked for more details before you signed lease. Then again, if the lease does not have details on this matter, it is doubtful if a court will find 26 trips at $540 reasonable. You should ask the landlord for receipts for the $540.00 and see about working something out with him/her.
