if we pay for cooking gas in our name and the landlord gives us a bill for the heat
that is in his name and he already pays it each month is it legal for us to have to pay him back for each month

Do you have a written lease? What does it say? Is there central gas fired heat with one meter and how many units does it provide heat for, or is there a separate meter for cooking gas? There is just too much missing information.
