rent delinquency

I moved into a CHA senior citizen property 07/08. I received no review (income, etc.) and no lease. After months of requesting a lease and not paying rent, no monthly statements or delinquency notices, I was told there had been an administrative error and that in order to make arrangements to pay this deliquency of 9 months I would have to pay at least half to avoid legal action. I am $1658 in arrears. My income is $838 S.S. and I have no way to make immediate restitution or pay half since I only have $818. What can I reasonably offer or legally obligated to pay to avoid eviction court?

Have you called 311 for assistance? It does not sound right that you would be given possession of an apartment without signing any lease, especially with the CHA that runs background checks, etc.

Did you expect to pay no rent on the apartment you moved into? Did someone tell you there would be no rent charged?

Need more info on the facts of the case.
