Legal Question in Real Estate Law in Illinois

Condominium Discrimination

My mother has had two strokes and owns a condo in Illinois. I hold power of attorney for mother. Association has no board due to death (2003) and resignation (2002, two of three members. Lone board member owns 6 of 10 units in building.Lone board member (owns 6 units) running it like they own the building.

When questioning expenditures (no accting reports in 21/2 years), elections(brother appointed president but not elected)and her balacony is built without vote is questioned.I get no answers from letters requesting info. Loan taken out by condo board has been paid but letter from assoc. states associate stills owes money without justification. Amount owed and paid as mentioned in minutes should have ended 1 year ago.Board is still collecting money. If we don't pay we may lose residence.I have kept good records with notes for certain incidents. The final straw. We had water damaging in the living room, have window company report stating building needs tuckpointing. The damage was extensive $2,800. When the ceiling leaked in the lone board owner residence they had the roof repaired and charged the condo association. I feel that we are being discriminated because of asking questions about the fudiciary responsibilites of the assoc.
