Legal Question in Real Estate Law in Illinois

Can I force county to enforce code violations on vacant property that is in private club of homes( homes considered personal property not real property) .club owns the grounds. Owner is current with club dues, house is fire hazard (homes very close together) Owner lives in second property within club. Club has no laws on its books to enforce county codes. Approached county but was informed that county is understaffed will react only when situation occurs. Electrical, septic , vermin, fire hazards are present. County claims owner is not tax delinquent so it's not their issue. Even if it violates the stated building codes? House out of city limits, only county government laws apply. County does have laws for building codes violations for property.

MAYBE. The government has a right to enforce code violations, but you have to have "standing" - in other words it has to directly affect you otherwise only the association may have the right to complain to enforcement authorities. Without more info it is thus impossible to say if you can do this yourself. But if you haven't tried, try. But beware the push-back from the association or the other property owner. And make sure it's a violation of government code and not just some community rule.
