Legal Question in Real Estate Law in Illinois

My room mate's friend couldn't keep the dog she just brought so my room mate volunteered our apartment as a new home for the puppy. He didn't ask me and just brought the dog home and I became responsible for taking care of it from day to day. He doesn't walk him daily because he is usually too hungover. I buy the food, treats, leashes, and all other dogs supplies. My room mate might chip in for a toy or two or a bag of food every so often but not regularly. I pay for the vet visits, shots, and dog licenses.We had another person staying with us on a student visa from Norway who took very good care of the dog but is only here for 6 months out of the year and doesn't pay for anything. Our Norweign friend went back home 5 months ago and I have been caring for the dog ever since. I bring the dog with my everywhere I go because I can't trust he"ll be taken care of if I leave him at home in my room mate's care. There has been multiple times I've come home and he's peed and/or pooped in the house (he is housebroken but he can only hold it for so long) or he doesn't have water. I had to take off work once because he was extremely sick because my room mate gave him an entire bratwurst ( the dog's only 5lbs) and filled his water bowl with brandy. I was extremely upset and they thought it was a joke. Regardless, I'm moving out soon and I do NOT trust them to take care of the dog and wanted to know my legal options. Can I just take him with me when I move?

Talk with the freind about what the situation is and see if she will provide you with a written document giving you the dog. By the way, whose name is listed at the vets as owner? Just curious.
