Legal Question in Traffic Law in Illinois

My husband was pulled over for a seat belt violation by an officer on foot when leaving the parking garage of a casino in Illinois. The officer took my husbands license and insurance card and then he disappeared. The two of us had an argument about where to go to dinner and I stormed off to look for the car and we became separated so the entire time this was going on I was trying to find my way to an exit while calling him on the cell phone to tell him to come and get me. He said while he was waiting for the officer to return from where ever he went (didn't see a squad car or anything and wasn't sure where he went) he saw me come walking out and came over to pick me up. We were still bickering and he just started driving home not even thinking about the seat belt situation until we were already about half way there. He called the police station when we got home and then again this morning (Sunday). We are still waiting for a call from the police. The dispatcher verified that the officer does have my husbands license when he called and put him through to the officers voice mail. We have yet to hear from him. Do we need an attorney?
