Legal Question in Wills and Trusts in Illinois

My 60 year old mother moved in her 26 year old boyfriend, I believe he is dangerous and taking advantage of her. The elder abuse hotline told me they could not do anything because she has not be declared mentally incompetent. Is there a way as her only family that I can challenge her mental health state to take control of this situation out of her hands. Drugs may possibly be involved as well.

Also, you can hire a lawyer to assist you in exploring Guardianship proceedings (which may result in a judgment of incompetence). However, legal fees in these matters can become quite expensive, and adult protection agencies provide their services for free.
