jurisdiction of delhi high court

does the Delhi high court have jurisdiction if the plaintiff's office and residence in in karnataka and he wants to file a writ petition against the central pollution control board?

Yes, since it a central act; and a central body, you can file a writ petition against the Central Govt. in Supreme court.

The jurisdiction of a court comes only when the cause of action arises in its jurisdiction and not by plaintiff's address. Thus if the relief is to be sought against central pollution control board, than in order to invoke jurisdiction of delhi high court, you will have to satisfy that the cause of action has arisen in delhi and not in Karnataka and the central pollution control board is subject to delhi high court.

A writ court will have Jurisdoction where (i) cause action arises or (ii) where respondent resides or works for gain. Your question is not disclosing full information hence it is not possible to give a precise answer.
