Legal Question in Discrimination Law in India

I want to find out the actual legal procedure of changing a Date of Birth.I have heard of a system of "Public Notification" taken through the official Gazette, printed in the local newspaper.What are the loopholes or legal consequenses of this ? Is there any other way out? My actual DOB as per the Birth certificate is 31/8/1990 but in all my certificates it is 31/3/1991.

After following the prescribed procedure, you may need to get the date changed in official records - registrar of births, school, voters list, passport etc.
