my husband is on f1 visa i applied for f2 visa twice but rejected now i want to apply for f1 visa but my husband is on reinstatement .iwant to come to usa is any option

F-1 visa is a student visa to USA and F-2 is the spouse visa for the principal visa holder. Is your F-2 visa refused u/s 212(b) ? Please clarify for further advice .
