I have a flat in Chennai- entered into leave and license agreement -11 months-for the last 3 years-lease period extended after every 11 months-with reference being drawn to the first agreement-I had taken security deposit-Agreement is on Rs20/- stamp paper- The same security deposit has been retained for each of the lease extension but rent was revised each year.

Is the stamp value sufficient?

Since some others have had agreement executed on Rs200/- stamp paper

The lease agreements has been as follows;

Dec-Nov

Nov-Oct

Oct-Sep

Is the computation of the lease period correct?

When the current lease period expires in the next few months, is it o.k to extend the lease period as usual .If I should enter into a new lease agreement, should I return the security deposit that has been with me since inception or should I return this and obtain a fresh amount? What if the tenant does not pay the security deposit after I return the same?

You can extend the period by executing a fresh lease agreement on Rs. 20/- NJ Paper. No need to return the security deposit.
