If society is not taking any action against encroachment on a open space what the resident can do against it

Approach the Local Self Govt.

You can also approach Court.

You may contact the concerned authorities and if they are not proceeding positively then I would advise you to file a WRIT in the HC.

The resident may first make a representation to the authorities and if no action if taken, consider taking appropriate legal action by filing a civil suit in trial court or a writ petition in the high court.
