Legal Question in Workers Comp in India

Hi,
My mother worked as a govt employee in health department andhra pradesh and she took VRS.she dint get her full pf settlement and still 30000 rs is due.could you please suggest how to go about it.. as she is a govt employee she has done all the settlements through her office designated employee(UDC).
