Legal Question in Criminal Law in Indiana

The station house officer refused to receive & acknowledge my complaint, hence sent by registered post who received & acknowledged but no action has been initiated. ( a person (accused) up on the personnel gurge forcibly/intentionally laid the government road,placed the heavy cc pipe across the road into my agricultural land which will damage the entire land due to major/minor tank water from a long hight distance during the rainy season) which will flow heavy water from my fields, hence the same complaint(private complaint with party in person ) was submitted the concerned where they refused to receive & acknowledge, hence it also sent by regd post which received & acknowledged but still nor disposed, nor complied with out any reason kept an deaf year, my question is can i submitt an right to information act-2005 to know the status of my complaint / petition, if not what is the remedy ?
