Legal Question in Family Law in Indiana

My daughter is sixteen years old and has never met her biological father since he has been dodging child support since the day she was born and has thereby avoided establishing paternity although he is fully aware of her existence. It has become increasingly expensive to provide for her and she needs things that my small income cannot afford. So how can I get paternity established for her whiled avoiding court costs.
