Legal Question in Family Law in Indiana

This is a rather detailed but in order to gain light- the father of my child wrote a consent letter where we both resided in (CA) because I moved to IN and have been here for 4 years now. He's moved here once for 6 moths but now has returned back to his home state. Does he still retain his parental rights?

What do you mean by a "consent letter". What did it purport to "consent" to? He has his parental rights until a court terminates them; has a court done that?
