If a parent walks away from their child no calls, no visits, no letters nothing for 2 years and now wants to take the child for a visit what do the custodial parents need to do?

Seek an attorney to help you create a schedule for reintroducing this person into the child'a life that will not be as potentially shocking for the child. The court is ultimately in charge of this, and that is where you need to seek relief.
