Legal Question in Landlord & Tenant Law in Indiana

My daughter sold her house and was told to look for a lender. They were to close on the 19th. 5:00 the night before the buyers lender called and and said the HOA would not purchase the flood insurance so they were backing out. We called the hoa and they said they didn't have to buy it , they said that if it were FHA they would do t, but now the HOA says FHA loand are not permitted there fore at this point nobody can buy or condo. Why is it possible for and HOA to deny the right for someone to move where they are needed and to stay in that spot?
