my landlord ran to my in-laws first

i was wondering if it was legal for my landlord to contac my in-laws and discuss my finacial situation with them and inform them of my eviction before she let me know first?

Bad taste on the part of the landlord, but not illegal or unlawful. There is no statute dealing with how an original creditor (such as your landlord) can contact you or others concerning your debt as there is with debt collectors to whom debts have been assigned.
