if my brother died and before he had a stroke he note down where he wants to do with his money.

could we use this as his will.

or does his wife get everything is there any way to take her to court

In Indiana, no. The will has to be properly signed and witnessed. If you want to, you can show the piece of paper to an attorney, but if it only has your brother's handwriting, it will not be valid.
