Legal Question in Administrative Law in Iowa

Is there any way to force my school to sign my diploma in the presence of a notary? The US school must provide me with the notarized signature in order for me to apply to an overseas graduate school. However, the US school is refusing to provide the notarized signature. They will do no more than provide the school presidents stamped signature. Is there any way to force them to provide the notarized signature in ink?

Maybe what you need to do is to hire an attorney and get them to contact ISU for you.
