Legal Question in Credit and Debt Law in Iowa

I have a debt through the University of Iowa ($6220.53), it is not a student loan, the bill is from charging stuff to my university account lodging and a semesters tuition. I did not receive financial aid or sign any written contracts with them. The debt is about 14 years old and no longer shows my credit report. Doing some research I see that they cannot legally sue me or report the debt. They recently intercepted my state tax refund. Is this legal and will they be able to renew the debt saying a payment has been made?

Without knowing the extent and nature of the debt you undertook at a state institution and how it was treated by them I couldn't say. The question is whether this is treated as an ordinary consumer debt like a credit card or something else. That would require the services of an attorney who works in debtor side litigation to see where the debt lies. As it happens you should not be using your income tax as a piggy bank. What they don't have their hands on they can't take. I found that out the hard way years ago.
