Legal Question in Family Law in Iowa

i have a 16 year old step daughter that has lived with me for a year, 7 months into her here me and her father broke up and recentlly filled for divorce however she stayed with me in iowa he moved to kansas she was doing good in school, didnt get into any trouble, her biolical mom and brothers live in california. her mother was fine with her living with me. For christmas she went to california to visit her brothers her grandfather paid for a round trip ticket the day after christmas her mothers boyfriend told her she was not going home and my step daughter got terrible upset her mother gave her no reason why she wanted her to stay in california with her. i have tried to talk with her dad and her mom but noone will talk to me is there any rights i have with her being 16 and wanting to live her in iowa with her 3 sisters and me. do i have any rights and is there anything i could do to fight this

The question here is who has legal custody of the child. If you don't have legal custody you are pretty much out of luck, unless the biological mother doesn't have legal custody either.
