Legal Question in Family Law in Iowa

My husband's ex wife states that their child can come live with us as long as we continue to pay her the child support. Would with be considered a sort of child selling or child trafficking?

I don't think it's illegal per se but it sounds highly improper. She would be taking money with no real right to it.
