Legal Question in Immigration Law in Iowa

My fiancee(who is Mexican) and I are in Iowa. This weekend he has served his final jail time for his 2nd DUI in Cedar Rapids. He was to be released tomorrow(Wednesday, June 8th) at 5:45 am. However, upon arrival, he was informed that there was an immigration hold on him. He is a Minnesota resident with his Minnesota issued driver's license on him. Can they legally hold him longer due to the "immigration hold" as he is a Minnesota resident in an Iowa jail?
