Legal Question in Juvenile Dependency in Iowa

I'm a 16 year old boy living in an Iowa foster home. I want to go live with my actual parents but DHS is being very slow and uncooperative, if I'm a ward of the state, can me and my real family go have a judge sign off on the immediate adoption without any DHS involvement?
