In the state of Iowa, when a landlord treats for bedbugs; does it have to be done by a professional exterminator?

Landlord Responsibilities

Landlord notified 1st time of bed bug issue in mid August 2013. He treats the problem on Sept. 4 2013 with his own portable heating unit (for heat treatment) & over the counter bombs, then hands me a can of bed bug spray he says to keep them under control. None of his so called efforts worked and the problem got horribly worse. He was repeatedly notified from early Oct. 2013 on til he finally brought in a professional exterminator to evaluate the problem. He then lied about having them treat the problem and instead is doing it himself again. Also, I have photos of my suffering. I am bitten from head to toe to the point I look like I have some kind of disease (no exaggeration) and I do have photos for proof! Also, is it possible to sue him for negligence?
