Legal Question in Legal Ethics in Iowa

In Cresco, iowa, Windstream, the telephone company is putting in a new fiber optic cable, They are putting it under the side walk. They went past my home and destroyed the side walk and drive way.
When I put in new side walk and drive back in 2005, I had expansion joints put in and re bar about every 3 X 4 feet. When they came to fix my side walk and drive way, they removed all the old cement. When they poured the new cement, they only used 2 pieces of re bar and they did not use
expansion joints like we did. This is not at all like we had it, this is a very poor job.
How can I make them come back and do the job like it should have been done in the first place, like I would do it for my self ?
