Legal Question in Personal Injury in Iowa

My mother's dog is accused of biting someone outside her house when his leash broke. He is an 8 lb pomeranian and we believe he did not bite, but jumped up in an excited manner on the woman's leg. We want to offer for him to take behavior classes, but the police chief, who did not witness the event, says we have to remove him from the home or have him "destroyed". How can we prove it was an excited jump and an accidental scratch and not a violent "dangerous dog" action if she never went to the doctor and is not the one raising the issue. We aren't even sure if the police chief took pictures of the injury as they will not respond to us.
