Legal Question in Traffic Law in Iowa

I was pulled over and got a ticket for driving under suspension. When I got to my initial court date I was charged with violating the restrictions of a drivers license. I do not have a restricted drivers license I've never applied for Or got my work permit. The number of the charge is 321.215. Ask for a public defender and was told that I did not need one because my charge did not carry a jail sentence. I checked the website and I am now being charged with driving under suspension. Number 321.218. How can this be I pled not guilty to the previous chargege how can I be charged with this other charge now. this is not my first driving under suspension ticket I feel as though I'll be getting sent to jail. Is it legal for my charges to be changed without notifying me and how can I go to trial on a charge that I've never been arraigned for?

I think you need the services of an attorney. If you've been charged with 321.218 you are entitled to an attorney because there is the potential of jail time.
