Legal Question in Traffic Law in Iowa

I am a resident in the state of Iowa. I recently was fined $250 for passing a stopped school bus under the new Kaydn's Law. The judge only ordered a $250 minimum fine and no other penalities. I recently received a letter for the state DOT asking me to forfeit my license and registration for failing to provide financial responsibilty. Insurance was provided to the officer at the time of the stop. I am wondering if the Iowa DOT can legally do this?

If what you say is correct it should be relatively simple to provide proof to the DOT that you had insurance and it was and is in effect.
