is it ethical or legal for a judge to give Non-custodial parent full rights of a child, after making a threat on the child life in court on record, if the mother is stable without a record?

There seems to nothing illegal about a judge ruling on a custody matter, and thereby giving custody to one parent or the other. There used to be presumption that children would go with their mother, unless she was proved to be unfit. That presumption ended years ago. As to the ethics of particular decision as to a particular decision, it depends upon the particular facts of the case. You could not provide enough information to determine the ethics of the decision.
