To Conduct a Raffle on the Intenet

If we want to offer a raffle on the internet so that subscribers pay two dollars for same, and each month a portion of the proceeds is given to the winner...is that legal?

This is not legal in the United States. Almost all states have laws making illegal "lotteries," defined as a game of chance requiring consideration to participate. Your proposal clearly falls within the scope of an illegal lottery.

This is gambling pure and simple. If gambling is illegal in Kansas, then it is illegal to do it over the Internet from a location in Kansas. In order for a raffle to be not considered gambling in most places is that (A) there must be nothing risked by the participant i.e., no wager or money put up no matter how small or for what purpose (i.e., charity); or (B) the contest is a game of skill rather than purely chance. That is why it is not considered gambling for a bass tournament to charge a $100 entry fee for a contest wherein a $100,000 cash prize or a extremely fancy bass boat is awarded to the person with the biggest bass.
