Legal Question in Family Law in Kansas

My ex wife and I have joint custody of 4 kids. She has residential custody of one of them and I have residential custody of the other 3. My ex gets visitation every other weekend for visitation. She lives an hour and a half away in Independence, MO. This was her weekend, but she was supposed to return the 3 kids to me this morning at 9am since it is Father's Day. She did not show up. We called the police, but they told us there is nothing we can do because it is a civil matter. We drove to Independence, MO to pick them up. She refused to let them out of the house. The police were called out there and they also told us there is nothing they can do. They told us we need to call our lawyer first thing in the morning. We don't currently have a lawyer because we haven't gone to court for a few months so she withdrew.

The Independence police told us that she told them she is not planning on returning the kids to us at all. What can we file pro se first thing in the morning to get the kids back?

You need to hire counsel to make the Independence polic officets follow the law.They are slow to get with the program, but quick once they understand.
