Legal Question in Real Estate Law in Kansas

my fiance bought a bike in 2008, he has the bill of sale between him and the individual of his full payment. Weve beeen trying to get the title from him but he never responds calls and cant get ahold of him. Friends of ours are saying he lost the title but either way wed jsut like to get ahold of him to get it in my fiances name. Is there something we can do since we have the bill of sale to get a new title?? we live in the state of kansas. thank you

If you can't get the seller to sign over the title, you can file a quiet title suit in the District Court. A notice of the suit must be given to any known claimants. Assuming no one else claims an ownership interest in the bike, a court would direct the Dept. of Revenue to issue you a new title.
